The most basic user level. The learner can understand and use very simple everyday expressions; can introduce themselves; can ask and answer simple personal questions about where they live, people they know, and things they have. Can communicate in a basic way if the other person speaks slowly and clearly.

Practical gain for the learner

Survival level. Greets, introduces themselves, states basic needs, does very basic Q&A. But conversation is still fragile; the other person needs to help.

The learner can understand sentences and frequently used expressions related to areas of most immediate relevance (e.g. personal and family information, shopping, local geography, employment). Can communicate in simple and routine tasks requiring a direct exchange of information.

Practical gain for the learner

Basic daily tasks level. Can handle shopping, asking for directions, simple appointments, short social conversations, basic work/school/family info. But cannot sustain long, natural conversation.

The learner can understand the main points of clear standard input on familiar matters regularly encountered in work, school, leisure, etc. Can deal with most situations likely to arise while travelling in an area where the language is spoken. Can produce simple connected text on topics which are familiar or of personal interest. Can describe experiences and events, dreams, hopes and ambitions and briefly give reasons and explanations.

Practical gain for the learner

Independence level. Manages daily life to a large extent. Solves problems while travelling, handles simple job interviews, recounts past experiences, expresses opinions. Still makes mistakes but communication does not break down.

The learner can understand the main ideas of complex text on both concrete and abstract topics, including technical discussions in their field of specialisation. Can interact with a degree of fluency and spontaneity that makes regular interaction with native speakers quite possible without strain. Can produce clear, detailed text on a wide range of subjects and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options.

Practical gain for the learner

Comfortable communication level. Can be active in work, education, social life and debates. Defends ideas, gives explanations, attends meetings, speaks more naturally. This level corresponds to the critical threshold for many professional uses.

The learner can understand a wide range of demanding, longer texts, and recognise implicit meaning. Can express themselves fluently and spontaneously without much obvious searching for expressions. Can use language flexibly and effectively for social, academic and professional purposes. Can produce clear, well-structured, detailed text on complex subjects.

Professional and academic mastery level. Performs strongly in meetings, presentations, negotiations, academic reading/writing, and complex discussions. Language is no longer just a daily communication tool — it becomes a professional instrument.

The learner can understand with ease virtually everything heard or read. Can summarise information from different spoken and written sources, reconstructing arguments and accounts in a coherent presentation. Can express themselves spontaneously, very fluently and precisely, differentiating finer shades of meaning even in more complex situations.

Mastery level. Near-native flexibility and precision. Very high control in academic, professional, literary, technical, fast and complex language use. Not just speaking — managing nuance.
